I am running into a problem with Anders not following some of his tactics.  He will not cast heal or activate Panacea (and he will not use any Panacea specific abilities either).

The real annoyance is that he is only doing this in one of my playthroughs. In one game he does everything just fine, but in this other one he is being a real pain.

I have tried messing around with the tactics some and I can't seem to get him to use any of those abilities no matter what I do.  I can still have him manually cast them but I should not have to be doing that.

Anyone have any ideas?

It seems to me a lot of people are having this problem. Every now and then I also catch him not casting heals when he should be. But, it doesn't matter, the guy annoyed me so much I don't use him as my heal bot anymore. I'll probably make a crap load of potions and add them to people's tactics.

Yes I've had this problem a number of times. He will just stand there until he dies:mellow:

It's happened to me a couple of times, too. He just stands there, not even attacking.

Have you tried rearranging the order of the tactics? Reason I am saying is in one playthrough, Varric was constantly flipping back and forth between Attack and drinking a Stamina potion yet doing neither until I switched those tactics around.

Could you write here how you have his tactics? I can compare them to how my Anders is in the first playthrough I did.

I don't even bring him for heals anymore. He's a haste bot and nothing more.

It is annoying. What makes it funny for me was the character he would let die the most was Fenris. Anders obviously carries a grudge. ;^)

Hah. For me it was Fenris and Hawke who was a set rival at the time. Clearly Justice is preventing him from helping his "allies".

I think that you have to put a little thought into how you arrange the tactics.

As I see it, the tactics execute in the order in wich you place them, i.e. #1 goes before #2, and if a condition is met, the entire process starts again from the top. So if you have a tactic fairly high up that is constantly being met you get stuck in a loop that keeps going until something changes. Are you sure that you do not have something high up that has a generic condition like Enemy > Any => Attack?

i dont think that is the issue. all other guys work perfectly and i see him attacking but he never heals people.

Well then it has to be bad parenting, you know: the kids are rebelling. You spend years and years to teach them how to behave and then they decide that they want to be rockstars, just blasting away and not do any healing.

Really, thats propably it.
