I'm installing my EA Store Digital Download of Dragon Age: Origins Ultimate Edition. During the install it tried to open the following link, but couldn't connect.

Do I need to use that link?
I also followed the instructions here:

and now it seems that the DLC is listed in my account.
Is that all I need to do?

Well, nevermind.
The install finished, then I ran the game once and logged in on the main game menu. The DLC showed as installed, but not authorized. So, I quit the game, restarted and logged in again on the main game menu. Now all the DLC is showing as authorized.
