After the fight in the warehouse Isabela just stands sprouting the general compaion banter, and doesn't initiate the next part of the quest (were you enter the office to find the slaver papers).

Done this quest twice before with no errors, but no even as I reload I'm still stuck at this point.



NVM. On the fifth time I was delibertly slower; and I didn't loot bodies during the fight, and now it worked.

Cannot leave to carry on, stuck

You have to search the warehouse for the incriminating evidence. (If I am remeber the right quest).
