I am ordering a new pc tomorrow, and I was on the fence about a 6970 or a 570gtx.
Should I go with the 6970 based on the nvidia driver issues? or will it be fixed in a week or so?

Atm, even with the 267.59 drivers, the 6970 still outperforms the gtx570 by a few fps as seen here:

It's hard to say how that will develop, we might see drivers that are even better in a few days or weeks' time - so it's hard to say, but with the best optimization I'd say the 6970 and 570 are probably not going to differ much in their performance in DA2.
Overall in other games where nvidia/ati are evenly supported, the gtx570 seems to perform slightly better on average-high resolutions, and the 6970 performs better at extreme resolutions (dual- or tripple-screens), probably due to the extra memory.
Nvidia have the advantage that you could get an EVGA card which comes with a 10-yr warranty if you register the card within 30 days after purchase - I don't know if there's an ATI manufacturer that does anything like that, but it's great if you want extra security. Or you could just look at whichever card you can get the best deal on in terms of brand / price.

Visiontek offers a lifetime warranty on their ATI cards, and I believe XFX also has a lifetime warranty on ATI cards.
I would stay away from Sapphire on the ATI side, got screwed by Sapphire when it came to warranty, and as a result, I dumped them and was with Nvidia for awhile, before coming back to ATI.
I'm currently playing the game on a pair of factory overclocked Visiontek Radeon 4870's but had to use DX9 mode, cause of a bug in ATI's drivers. The bug prevents me from using DX 10 mode.

My first concern is simply being able to play games without having to troubleshoot all the time.
I am really sick of dealing with technical issues when I just want to sit down and play a game
I think the basic 570gtx is the best price, and is a bit better overall than the 6970 except at 2560 resolution.
But....I don't want to have to deal with bad drivers.

Unfortunately both ATI and Nvidia have their share of driver trouble, and most of the time it's just down to bad luck or timing (which games you play and when) how much of that trouble you run into.
I'm using a GTX470 for a few months now and I can't say I've had too much trouble with drivers. DA2 is the first thing where I've really had to troubleshoot due to the awful performance and I've not had any games go nuts on me so far with crashes.
ATI had their brief share of trouble with the 5800 series I believe but aside from the odd "game crashing to the point of hopelessness" person (which is the same on the nvidia site, some people there are also experiencing crashes for no apparent reason) they seem to be doing alright.
