Went to the chantry and was able to see the cutscene with the Prince arguing with the CHanter but now I am unable to click on the chanters board to start the quest.

This is a known issue. I think there might be a sticky referring to it. I never had the problem so I never looked through the thread. There might be a workaround to it already.
