On both the Seeker's armor and Lelianna's, also on the book in the end.

Is this the sign of a new order or is this some previous organization/group from DA:O that I have forgotten about? I noticed those guards in the end and I didn't recognize their armor so clearly they are not Templars.

Are they Orlesian soldiers?

They are Seekers of the Chantry probably the Eye means Seeking and i am guessing they are the Chantrys actual army where as the Templars fight mages the Seekers fight everyone who goes Against the chantry

The eye is a very common religios symbol associated with the sun in many religions from the real world. If you want a very good example of the Allseing Eye, look at the Eye of Horus.

by the looks of the IG lore, they are a combination of inquisition and internal affairs, they 'watch the watchers' for the Divine.  And mightly screwed up by lettign the templars go as far as they have.

I wouldn't say Cassandra ignores it. She just doesn't reveal to varric that leliana is a seeker like her.

It is strongly implied that Leliana is her superior, so ordering her not to reveal her incolvement, and leavng a section of the story you can verify makes sense.

Wasn't it said that Leliana is Sister Nightingale, Right Hand of Divine. So she's superior to everyone on Chantry except Divine.

The Seekers are Templars. They're just a special order of them. They are definitely not Orlesian. Cassandra is Nevarran.

Actually, I believe it says she's the LEFT hand of the Divine. Which I only noted because we normally say 'right hand'. This is intriguing because the left hand is typically associated with negative imagery in our society. It's the hand that symbolizes evil or darkness. But remember Dragon Age's chantry iss the reverse of our prominent religions, where patriarchy rules. They have mostly female religious leaders. So this could also be tied into why the left hand might be more esteemed in the Dragon Age Universe.

Perhaps shes the Left hand because she does things that are questionable like killing people etc

Don't want officers to be obvious in what was a covert force I guess.  Make everyone similar, have full face helms and know that anyone wearing that uniform speaks with  the authority of the Divine.

It's pretty much stated by Elthino that Sister Nightengale is sent on missions that they want to be able to deny.  She's a chantry Assassin.

The bad press comes from Latin. Left hand in Latin is "sinistra", so as you can imagine, sinister comes from there.

However, the combination of "left hand" with a sun symbol is interesting. In general, the sun is considered a fountain of life and clarity; and thus, the association of the Allseing Eye, the swastika or the cross are symbols associated with the Sun.

The seekers sound like a kind of MI5/MI6, KGB, Mosad, CIA... of the Chantry and in that sense, they are kind of the "light that knows everything".

Isn't the eye the Eye of the Maker, which is the symbol of the Chantry? I believe it's all over the hanging curtains in the Chantry in DA2 and DA:O...
