So far I have come across no interesting NPC's or subquests. Most of my subquests is I randomly find an item and give it to someone, and they say thankyou, but I have no idea what I just did.
In Dragon Age you had town criers talking smack to each other, and barmaids talking smack about their bosses, and being ambushed by thugs ranomly (story wise, not combat wise).
Does DA2 bring anything like this at all? Wheres all the funny encounters gone? I only found the brothel lady and priestess with the "good girl" option.. which was very funny. But wheres all the other stuff?
Why no interesting NPCs?

There were good NPCs. On the non-humorous side, I think your family members are great. Leandra hits all the right notes for a mother, your relationship with your sibling feels very realistic even when they're beyond your control, and Gamlen is priceless. I also like the Hanged Man for its overheard conversations. The Talkative Man is a treasure-trove, as is the Bad Poet.
If you take Isabela to the docks, you get to hear her turning down sailors with various snarky retorts. The bartender at the Hanged Man has news that reflects Origins and other events, and a few (like the pigeon remarks) are quite funny. And there are more banters between your companions (or at least it feels that way).
So really, I don't see this lack. It's there if you look for it.

I agree with you, other than your family, the only interesting NPCs were characters from Origins (Cullen, Sandal, Zevran, Leliana) I really didn't care about any of the people I was doing quests for and I didn't care at all about the fate of Meredith, Orsino, or the Viscount. :/
