Not even close. First because authority is not questioned in Qunary society and nobody steps in attributions and tasks. Who should be Kalifah is, as you know, the very reason for the Fitna and the Qunary are not divided people; either you´re in (you´re a Qunari) or you´re out (a Tal-Vasoth).
