The items sold at the Black Emporium rape your wallet. Most of them have decent effects for mage and warrior class but there's one in particular that I'm deciding on purchasing. The Stealth Boots. The bonus critical damage it offers is 21% and that's mainly the reason why a rogue would most likely buy it. But is it worth it? I could spend my gold on an Elixir of Physical Technique or two and get the Predator ability from the Shadow specialization. It offers a 100% critical chance when flanking.

If these boots don't have a rune slot then I would say no. The rune of valiance (once you can make them) is far superior in terms of 'gains vs. cost' and as you say the boots are mucho dinero and you probably wont ever have that much again and there are some nice items to buy in act 3. A Valiance Rune costs 75 silver (or close to) btw.
When I socketed my valiance rune it gave me +7 to all attributes. Granted you can stick in a chest peice, but if you want to be able to buy shiny things in act 3 you should be using fortune runes in as many slots as possible. Just my 2 pence worth.

Bi_Winning, note that there's a difference between Crit Chance and Crit Damage. The Predator ability gives 100% Crit Chance when Flanking, which means that you're guaranteed to get a critical hit. However, the Stealth Boots you're looking at have Crit Damage, which means that when you do get a Critical Hit, you'll do more damage.

I splurged and bought them on my DW rogue playthrough. With the loadout I used and equipment, I had ~300% Critical Damage, and many skills that let me critical hit nearly 100% of the time. I admit I felt a little like Charlie Sheen.

Best rogues boots in the game, i use them over champion, by that point you will have over 100% critical chances, so they are a 21% damage boost...
Valiance rune is unique, you can only benefit from one; the smart move is to slot it in your gloves as they get the least amount of stats per rune (valiance rune is not affected by this you get 7 regardless of where you socket it).
