Purely speculation here, but..
Microsoft has a
chart if you will, to dictate how much a DLC package of 'x' size will cost. Whether or not they decide to charge a company for adding it to their database I'm not sure [eg: Zaeed, Crash landing, other Cerberus goodies that were available and free upon release].
But I believe it works pretty much as above. BioWare want to put something onto xboxlive for us fans, Microsoft says "Hmm, ok, pay us
this much and we'll put it on there" so BW does so, but what was originally 400 MS-points is now 560 MS-points, not
quite sure how BW gleans profit from those that spend microsoft points to get their content but then I've got a lot of knowledge gaps when it comes to the world of game development.
The short and skinny: BW has a price they want to set their DLC [though they may be one of those rare companies that
want to release extra content for free], Microsoft adds a 'fee' onto it which is then passed down the line to the consumer since.. well hey, BW doesn't have to pay for it's own content, they
have it already.
