Why am I so sure? Well to itirate on that, I don't know beyond a measure of a doubt, but deductive reasoning led me to this conclusion. The DLC boasts 3 new achievements and new research, now as all the other story DLC's also itirate, they also come with 'new research' which is in the form of "Heavy Pistol Tech x5" or "Heavy Weapon Tech x6" etc, etc.
Since you can't actually put this research to use until you are safely back on the Normandy, it would seem 'very' redundant to be given advanced technology which by the conclusion of the DLC your game is effectively 'locked' and primed for Import -> ME3, meaning you won't even be able to use the tech anyway.
Once more, just to reitirate, I don't 'know' this for certain, just thought I'd chime in on the speculation being thrown every which way. There is however, a possibility that the DLC won't simply be one long run from start to finish and instead consist of several locations which you run around the normandy between these places [thus giving you the chance to utilize your newly acquired research] buuuuuuuuut... if that's the case, the 'new research' would still seem quite redundant.
Unless it's a different 'kind' of research BW is tweaking with to see how it meshes with the fanbase and whether or not it'd be a good idea to add it into ME3, but that there is 100% speculation on my part.
By this logic [assuming it is correct], this would seem to greatly disprove the popular theory that ME3 will start within a batarian prison. However you could still get caught as well as escape in the same DLC, thus allowing you to continue your playthrough.

EDIT: Even though it has no relevance to the content itself, the 'cost' of this DLC does seem to be a good indicator of it's size, based on previous DLC content < price.

Judging by some of the comments in the other arrivial thread I think quite a few people thought that Arrivial was the 1st part of the bridging dlc before ME3 (as per some bioware dev quotes ("multiple bridging dlc along the lines of Lair of the Shadow Broker")).

I actually think Biowares done a great job with DLC. Since the game is a year old, and most games don't even get THAT much DLC.

Mass Effect 2 is more than a year old. Its a great thing that they keep releasing DLC for such a long time.

Dragon Age's DLC was a mess and was cut short by over a year. We were told two years of content, and got less than a year. Mass Effect 1 was supposed to have multiple DLC pieces, and we got two. Mass Effect 2 was supposed to have multiple bridging DLC packs, and we have... Two, and about three-quarters of a year until ME3.LovesRamen wrote...

Not doubting Arrival's quality, but it'd be nice if BioWare stood by their word for once.

Gotta agree with this. Sure, we didnt get as much "bridging" DLC as some would have hoped. But as far as Im concerned, the fact that they've released this much DLC is sodding impressive. Im very much looking forward to Arrival being the last DLC. As long as they give it a proper "set up" for ME3. What Im most looking forward to though about this DLC is apparently finally getting to see the "man" behind Admiral Hackett instead of just a voice like in ME1. Sure, I hate the Alliance as a whole, but I do like Anderson and Hackett. So yea, Im a little psyched for this DLC.

I was very.. vocal.. in my displeasure at how DLC was handled with ME1 but ME2 delivered great DLC content. Kasumi, Overlord and LotSB were all fantastic. My big hope for this DLC is that we're still not getting messages from Cerberus Command/TIM as 5 out of 6 of my Sheps destroyed the CB and told TIM to get in line.
