As am I, I certainly hope we get squaddies. As for admiral hackett, finally getting to meet him is like a wow instance for me, because in ME1 he always seemed like a voice that was never seen, always heard. Meeting him and hearing his voice from a mouth rather than a communication device will be a little weird at first I'm sure........

For what it's worth, remember that the Normandy doesn't even need a crew, much less squadmates, to be fully functional. Considering that this is clearly a highly sensitive Alliance mission deep in Batarian space, it would make sense that Hackett would prefer not to have a Cerberus ship with a Cerberus crew and high-ranking Cerberus officers aboard. In fact, for all we know, Hackett asks Shep if they could meet alone to tell him about the mission.
My wild guess is that Joker, EDI and Shep go alone on this one and Shep will be the only one to go groundside.

I think that the DLC will only be available to the player after the Suicide Mission, but will not require you to import your save. I would safely assume that they'll do what Bethesda did with Fallout 3's Broken Steel, and simply make all of the Arrival missions pop up once you've completed the Suicide Mission.
I can understand Bioware making certain DLC in Dragon Age as "new game" options in the main menu due to the fact that some of them involved playing as other characters, or just having the chance to choose between playing a new character vs importing your old character (Awakening & Golems of Amgarrak for instance). With Arrival it's most likely only available to the player if they actually survive the suicide mission, so it's doubtful that you'd have to create a new game and import a character in order to play it.

Sure didn't take Harbinger long to "find another way."
Considering the game came out a year ago and that even players of the PS3 version have had more than enough time to complete a campaign after their version's ME2 release, I'd be quite surprised if this isn't Post-SM.
On a personal note, my Shep finished the main mission, finished the side missions, got the Normandy repaired at Cerberus expense, bought every worthwhile upgrade and piece of equipment in the Terminus system, even flew to Earth where -- unable to dock -- I pretended Shep let the crew get some well-deserved shore leave and get checked up on by doctors after the Collector entrapment. Then he flew with a skeleton crew to the Shadow Broker base and is waiting there -- the best place possible -- for any word from either The Shadow Broker's network or TIM.
Also, he and Liara are making up for some lost "personal" time. <3 Let's just say Liara's eyes are going dark -- a lot.
So this all and having Arrival go last fits pretty perfectly for my playthrough.

Eine wichtige Rolle bei Die Ankunft spielt der bei den Fans überaus beliebte Admiral Hackett, dem der legendäre Science-Fiction-Star Lance Henriksen (Alien, Terminator) seine Stimme leiht."
In ME 2 "The Arrival" Shepard has to rescue an female Undercover-Agent who has maybe evidence about a pending reaper invasion. .... Admiral Hackett ...
I guess, they won´t put the "INVASION" into a short DLC ... this will be something for the beginning of MASS EFFECT 3.
Because not all people buy this PDLC, the real invasion can´t be a DLC story thing ...
