 Is Paypal supposed to be limiting me to only using Credit cards for buying points?

I used to be able to purchase DLC (Up until September/October 2010 I bought all the DLCs that way) using my paypal balance via instant transfers. Now that option is greyed out and I am only given the option of using a credit card.
