From what I've gathered, each item bumps you up a tier. There are four tiers at multiples of 10 Cunning - Simple (10), Normal (20), Complex (30), and Master (40). So if you have 30 cunning and one bonus item, you should be able to unlock everything.

It adds +50% to your cunning for unlocking purposes only.
If you equip it, you only need 27 cunning to unlock everything.
