Do the characters' accent represent the language they use in their homelands?

I assumed that everyone in Thedas just spoke English, save for the qunari and the ancient elves and whatnot, but then there's stuff in this game like an Antivan NPC going "maldición!". What...? Does that mean Antivans actually speak Spanish in their homeland? And Orlesians French and so on? I thought the accents were just a regional thing, not actually resulting of everyone having a different language.

Despite their English accents, the Tevinters have their own language (which is apparently different from ancient Tevene, which was a precursor to the Common Togue [English]). The DA:O toolset character notes describes the characters as having very foreign accents and difficulty with the language, being extra formal and awkward like non-native speakers tend to be.

The accent bit seems to have fallen by the wayside, sadly (they shouldn't have the same accent as barbaric Fereldans!) but the linguistic thing is still evident.

English is the old dwarven trading language, used when they had many kingdoms. It was brought to the surface with their introduction of trade and currency to mankind.
