Where do you find the recipe for the Rune of Fortune?

I've always bought it in the Black Emporium.

Most rune recipes have multiple locations.  For certain, I know the Rune of Lightning (maybe Lightning Resist) is at both the Blooming Rose and Sundermount.

Can you stack them? They are useless with just 1 but maybe its decent if you have about 4 stacked in your armour??
Does anyone know the actualy % increase rate it offers?

You can have one per armor piece and they do stack.
