This. I don't mind them taking their time to make it as fit to be used by mere mortals as it can be, but the silence is a pain.

That is my take on it too. Why bother starting a forum for something you have no intention of helping along, eventually?  

I wouldn't mind if it was a straight compatibility with the existing toolset ( no need to make it less difficult). Yes, there was/is a learning curve, but it is much easier than some tools out there.   Just wish they would give us a *tentative* timeframe for one, no need to make promises, just a general idea for hope's sake.  *fingers crossed*

Not sure on that.  Note that Mass Effect 2 has a modding is possible board.  No toolset was ever released.  An article was published pointing out how sales for DLC went with DA:0, and Mass Effect, and how EA/Bio plan to push DLC going forward.

Release of a toolset goes *directly* against the DLC business plan that EA/Bio has for the future.  The dev cost of an top tier game has gotten pretty high.  Not all of it gets recouped from initial sales alone.

In short, we're beginning to see the same kind of model has been used with Consoles for a long time.  Sell the intial product ( console / game in this case ) at a loss.  Then make it up with sales of other merchandise.  Games in the case of consoles.  DLC for us.

Mods have become popular enough that now the big developers have taken real notice, and decided to cash in on the demand that modders have built up.

Alas, we have done this to ourselves.

But will people really pay for a different NPC outfit in a single player game? In a MMORPG, sure. Done that a lot of times in EQ2, CO and even DDO, but in a single player game I can't really see it.

Most mods are tweaks to gameplay mechanics and texture/model replacements, I doubt these would negatively impact sales of DLC. A toolset helps to keep the game fresh and by doing so can potentially increase the interest in DLC, which will net them more money in the long run.

Not entirely true, at least from my point of view; DLC on PC is bonus sales, since they are making it for the consoles anyway.

Will people pay for a different NPC Outfit?  I did.  I bought all of the 'Appearance' packs, so that my npcs would have a few more 'looks' to choose from.

Of course, maybe that's just me...

Unfortunately.... PC is no longer being regarded as a 'bonus' by EA
