do the baddies in hightown, lowtown, docks etc respawn?

I thought i cleared out high town playing last night and now this morning more pretend guards are around...
does this mean they respawn everytime you reload the game or are their spawns finite?

You have to clear the entire zone of enemies, and you'll get a quest to go to their hideout and take out their leader. Once you do that, no more enemies from that particular gang will spawn again. Must be repeated with each area each act, as the active gangs change.

Yeah, the layout of Kirkwall makes it hard to figure out where you haven't been yet when doing bandit sweeps. Just keep running around and you'll get them.

One great thing I bet the majority of people who complete these quests overlook, you can talk to a woman in the back of the Hanged Man at nighttime who rewards you with sovereigns and experience for each group of thugs you take out.

You can also leave and re-enter the area, sometimes it makes the enemies spawn near your location, which makes it easier to track them down.
You don't have to do them all in one night, you can do some questing and check back every now and then for new groups, it will soften up the feeling of grinding them.

I've been grinding XP with Invisible Sisters in Act 2.

I already have the location of their base, but instead of shutting them down I keep encountering them in Hightown at night.
