Hi I used my REdeem Online Code thing and got a few items in the chest, however I cannot download the Black Emporium DLC that the online pass in my game case promised, it wants me to pay for it.

i'm assuming you tried to download it from in-game and it brought you directly to biowarestore? check your profile > your registered game content on the leftside menu. if you've redeemed it correctly instructions to download and activate it would be located in the more info button on the left column of the list.
