I'm having a very annoying problem with this game right now.  Whenever, I pull up the game's menu within a few seconds of the menu being pulled up, regardless of whether I am pulling up the inventory, the map, the options screen or the leveling up menus, the screen fades.  Once the screen has faded it is almost impossible to see anything at all as the text is unclear and blurry (because the screen is so dark!).  Obviously this is a very annoying and serious problem as its rather difficult to check the journal, read codex entries, level up, and change video options when I can barely see where the cursor is not to mention how the text is practically impossible to read.  Was wondering if anyone else has encountered this problem and i would appreciate any help you guys could give me.

And yes I've done somelooking into this and haven't been able to find a solution.  Also I checked my NIVIDIA drivers and they are up to date.

Operating System:   Windows 7
CPU:     Intel® Core™2 Quad CPU    Q9550  @ 2.83GHz
RAM:      4 GB RAM (Windows 7)
Video
Card:     ATI Radeon HD 4600 Series
DirectX:     DirectX 11 (Jun2010) or later

Number one, there is no need to "check nVIDIA drivers" at all when you do not have an nVIDIA graphics card.

Number two, always refer to drivers by ID and date. The 11.3 are the current WHQL approved drivers, but Beta version of the 11.4 are available. Microsoft almost never can supply drivers that are recent enough for game play, when you have a comparatively recent model graphics card, like yours is. Always go to the source:
