Where and how do you get this?

Sundermount in Act 3. I believe it's in a Pile of Bones near the entrance to the cave Zevran is in during the quest "Murder of Crows."

You do not, however, need to be doing the quest to pick up the rune.

Wow, this rune is so much better than any other rune. To think I played through most of Act 3 without this rune!

just note: only 1 rune works throughout your entire gear setup

That was annoying as hell when I realized it (after beating the game, mind you).  The description clearly says each piece of armor, but really, each character only benefits from 1 rune.  I had that crap on every shield and companion armor, on Hawke's gloves, boots, and helm.  >.>

It should have mentioned that it's 1 rune per character.

i don't think they meant it to be in only one piece... however, im glad they did it that way, that rune is freakishly powerful, 7% magic damage midigation, 7% increased critical chance / damage, 35 life / mana, 3.5 base damage, 7 fortitude, +attack / defense... its crazy good

He means you only benefit from one Valiance rune, even if its on different pieces of equipment.

One rune I want to locate in game is the Celestial Rune, I know it exists within the game just not how to acquire it, The rune removes stat requirement from an item.

I used that "no requirements" mod anyway when I found it in the middle of my second playthrough. I realise the requirement thing is important for overall balance, but I have more trust in my own capacity to craft a gameplay experience to my liking. Personally I happen to love the feature of older 90's games where it was possible to get access to REALLY powerful equipment early on if you knew what you were doing. This modern scaling crap with restrictions on everything just makes it feel rather redundant to have any different items in the first place. :)

They definitely meant it to work that way, because otherwise you could be running around with four of the things.

Oh really? and I assume you base your statement on a complete lack of evidence.

So tell me again how there is no Celestial Rune?

Yes...using a mod to add the rune to your inventory means there's a legitimate way to get it within the gam...hey wait...

So what? There is a lot of unused stuff if you check the game files (if you don't believe me, check the .gda tables yourself and report the results here). Currently, I'm inclined to think there is no legitimate in-game way to obtain this rune in vanilla DA2. Cheer up, though, maybe Bioware are reserving this option for the future DLCs.

Ugh, I wish I could use a no req's thing on the 360. :( I think the two stat thing hurts the balance really. Well think about it, if you're blood mage, why in the hell would you ever. need. willpower? And yet, to wear the noncrap armor, you need it and alot of it as well as alot of magic, which HURTS your character. Magic isn't even that great of a stat anymore considering there's no more spellpower increase based on magic. That's not balance. That's being forcibly gimped. Lame. Unless you resort to cheating and force level or do that rune mod thing, lolz.

I miss my good weapons too. As a backstabber rogue, I gotta wait till act THREE before I can decent weapons and armor? Seriously?! I can't even get a real good 2H sword for Fenris till Act three. Anders is totally weak gimpy armor till act 3 as well for his last armor upgrade for a rune slot - well stilly gimpy but finally not as, lol. It's just like, really?

Along with all the obnoxius bugs, honestly for me, it makes for unsatisfying exp. Posted Image But hey, at least the ninja jumping around looks cool right? Posted Image :(

use the boots you get in your chest for registering the game to place the +7 stat rune in for a blood mage... this allows you to limit the amount of willpower and magic you need to equip your gear (pretty much will add 105 health for ya)

and magic increases attack and base damage, which is a factor in normal hits and spell damage ... just fyi

The Valiance rune's power depends on the quality of the equipment, the boots only get a +4 stat bonus, other gear  +5, +6 and the top of he line stuff +7.

There may not be a spell power derived stat but a higher magic does mean your spells deal more damage. The higher the damage with your staff the higher the damage of your spells.

Is this the same rune that imparts a bonus to attack speed?

If not, what's that one called / where can I find it?

That's a special rune you can get (depending on your choices) from Varric's companion quest "Haunted" in act 3.
