So, I've been looking around town trying to find ways to do this. Naturally, I found the document for where to send impounded lyrium in the game, as well as the templar in the Hanged man, but it mentions additional opportunities in lowtown to do this but I haven't been able to find any so far... checked lowtown at both day and night for leads, found nothing so far. Has anyone managed to find anything in lowtown or is it just a wild goose chase?

You only need to do two.
So talk to the drunk guy in the Hanged Man, do the lyrium shipment (and remember to talk to the dock worker again after you fill in the delivery slip) and you're good to go.
