Just finished my rogue playthrough and i noticed all of that too
It probably would also have something to do with how some orlesians want ferelden back so it might be a new hero instead of hawke.

I just hope if it is based in orlais that our character dosen't have a orlesian accent.

I agree that the accent is the biggest barrier to setting an entire game in Orlais. Ladlaw mentioned Rivain in an interview on 1Up and that's where I'd put my money.

You'll play a refugee from Kirkwall who flees to Orlais. Then in Dragon Age 4 you'll play an Orlesian refugee who flees to Ferelden.

I really don't see the accents being such a problem, after all, BW is a Canadian company and they must have access to a hell of a lot of actors who have or can do French accents. One also imagines that the Dalish will speak as they do in DA2 and that nearer the border with Ferelden, a Fereldan accent would be appropriate.
And no, I'm not an accent hater, I have an English accent when speaking Spanish so...
