I'm on my 3rd playthrough...
.. but on my 2nd playthrough, I romanced Fenris... I flirted with him and ONLY him, but after he slept with me, he leaves the house. I was able to flirt with him later on, however, but he would not move in.
The official DA2 Guide (on page 187) says that he DOES/WILL move in with Hawke (The book also states only three characters will move in with Hawke: Merrill, Anders, and Fenris)
(Isabela won't move in (but u can have a 3 way with her and Zevron - provided u didn't romance Z in Origins), Sebastian will only romance a female Hawke in a non sexual relationship, but not move in, Varric is unromancable, and Avaline you can only flirt with but never romance - it seems she's hard-wired to be with Donnic)
So is the book wrong about Fenris? Or did I hit some bug? My friendship with him was at 100% and I did all his quests/gifts.
How do I get Fenris to move in with me?

I think the book is in error. I just did a runscript zz_fen_debug and there was no options for him to move in.. but when I did a runscript zz_and_debug (anders), and runscript zz_mer_debug (merill), they had options to move in.

Yeah, it was confirmed by the word of god that he doesn't move in.

I understand why the others dont. Isabela isn't the type to "settle down" She'd rather you be her mate on a ship, and Sebastian is a "man of the cloth". So only a female with a non sexual relationship could "date" him.
Anders and Merrill are clearly the move in and settle down type. Fenris is too if you watch his dialogue, but then, I guess I can see why he doesn't. It does fit the "this is all moving too fast". So you romance him, he just isn't as "needy" as anders and merrill are.
I DO wish Aveline was a romance option, it's really a "tease" that you get to flirt with her and it goes no where, but the game seems hardcoded for her and donnic to be together, and her character sort of is like a big sister to hawke and a moral grounding for him/her

Yeah, I don't think he moves in with you physically as Anders and Merill do, but the thought is there as he is hoping to go to where it leads to where he can eventually stay with Hawke as it's a "slow romance".
