Anders is a Gray Warden. The first game makes it pretty clear when you recrute Logane that even if you leave the order, you are still bound to the darkspawn and can't help but end up fighting them. It's part of the nature of the beast.

It also was clear in DA:O that one of the -huge- things about Gray Wardens is that they can operate indipendently, and that they -do not- ansere to the Chantry. The Mage origin makes it blatant that a Gray Warden is free of the circle and can leagly operate wherever they wish to.

So.. He's still a Grey Warden, and legaly could walk around without fear of arrest. Of course, DA:A made it clear not all templars are too concered with the law, so that is a small reason for him to fear, but..

He was also like level 30! By the end of Awakaning he could beat the Archdeamon singlehandedly, can explode armies of horrbily mutated darkspawn and had the friendship and support of at least the Warden Commander of Fereldian and quite possbily the Hero of Fereldian, ender of the 5th blight, slayer of the archdeamon and Prince of Fereldian. It's the person that -gave him- Sir Pounce-a-lot. Friends in high places dosn't really cover it.

He left the Wardens. And in his Awakening quest, it's clear that some Templars at least have no respect for the authority of the wardens.

The Kirkwall Templars don't care about rules. If they don't even care about the rules of their own order (making mages tranquil after they've passed the harrowing), why should they care about the grey warden rules?

Anders has left the wardens and is the only one in Kirkwall. Nobody there to help him if the templars come to get him.

Go read his short story before he escape to Kirkwall, some of Grey Warden joined force with Templar turned against him because he's accept Justice to him. Why Grey Warden now also hunt him.

Here Just scroll down to Anders: http://social.biowar...46067/1#6046116

Replied to topic: Templar had abilities to disable magic or at least shield them, in Kirkwall they are cruel and far more vigilant than other place...well...I'd suppose it's safe better than sorry right? for Anders

Many of the Kirkwall Templars -do- care about the rules, and ultimately that Anders is on his own is pretty stupid given his role in DA:A (Of course, we don't have a cannon take on what he did in that game, as whatever -you- did in that game is totally ignored by DA:2). Even assuming the Warden Commander basically hated him and gave him the kitten on a whim, Anders still has at least an acquaintance that would likely -slightly disapprove- of Anders being captured and mistreated by the Templars, if nothing else because it might give them the wrong idea about what they can do to a Grey Warden. On the outside, Anders has a good friend that could -personalty- tear Kirkwall apart brick by brick, and likely has an army at their disposal.
