I wouldn't consider it that. If it were after Awakening, he wouldn't have any of these characters in his group. He'd be stuck with the B-Team. Or even worse, the Witch Hunt C-Team.
At a similar level range at the end of their first stories is where I'd call it based on who's involved.
Okay. Then in that case, Hawke only has Aveline and either Bethany or Carter (if I didn't get the name wrong) and is very unexperienced. Because if the Warden has not gone through Awakening, Anders would not even be in the scenario, Hawke would be very weak and unexperienced and have crap for a team, and would very easily lose to Alistar, Wynne, Sten, Morrigan, or really whoever the Warden chose to bring.
And, after Awakening, he would still have Oghren, Zevran will agree to travel with you again at the end of DA:O, Alistar is still alive and could fight if he wanted, Wynne is doing her own work but could be put into play. The only one who really wouldn't be available is Sten and Morrigan.. and maybe Shale, because he's busy killing pigeons.
And there's another point, if it were before Awakening, Shale would just crush them all.

Really good point. Hawke basically pissed himself when he saw Flemeth, The Warden laughed... well, I laughed, as I stabbed her to death.
And the Archdemon is much more than just a High Dragon. If not, the Blight wouldn't have made every Fereldan ****** themself.
You got to think of the differences of what the two heros did. Anything Hawke did can be done in The Warden's sleep. An entire army of Darkspawn, a resurrected God, a very skilled Antivan assassin, the best general in Fereldan, a demon of pride, all didn't even phase The Warden.
Well the first time Hawke saw Flemeth, she was in dragon form, and she came out of nowhere in a blaze of fire and laid waste to everything on the battlefield.
The first time the Warden saw her, she was a frail old lady living in a shack.
But the Warden did seem to accomplish killing more "bigger baddies", the Archdemon being at the top - but the Warden had an entire army to help with it. I think Hawke would have more credit for defeating the fricken' Arishok of the qunari in a 1v1 duel than the Warden would get by defeating Loghain.
I think the Warden would probably win (with cheats, "warden senses are tingling"), but it would be a good fight.
Stopping you at the second paragraph: And then she went dragon on The Warden, and when he got back to camp, he realized how imitation Dragon Meat was actually about as good as the real thing.
And, the army was slaughtered by the archdemon. If you notice in the cutscene where you use your butterknife to cut a slice of the Archdemon, there is no army around, they are all down in the city. The Arishok would cry at the sight of The Warden.
