I like Sebastian. I wish he was a real romance option.

I'm fine with the whole chastity thing. Kissing would be nice, but if he atleast gets a hug or holds Hawke's hand, I'm happy.

^^ it's obvious he's going to crumble, it's just a matter of time.

My Hawke couldn't either but the heartbroken look on his face when you turn him down all most made me reconsider. There wasn't much emotion behind the proposal but his reaction when you say no showed me that he really meant it. I bet you he thinks about Hawke at night like Anders does.

He touches her shoulder before proposing marriage.

Ehh...I don't think I would agree to the lifestyle he was asking for simply to spare his feelings (and after all, he certainly won't change his lifestyle for you). Hawke isn't even mean when she declines the offer--she says, "this is sudden..." which is absolutely true. I'd like to make it clear that it's not just the proposal itself that made me cringe, it's the context. True to what Aveline said in that scene, he probably didn't even think to ask Hawke about what she wanted. There should be some honest discussion and buildup before making that kind of exhortation.
And for the record, while the rivalry version didn't stun me the way the friendship version did, I still didn't like it or find it romantic. The tone of the dialogue doesn't suggest that Sebastian dearly loves Hawke so much as he thinks it would be politically advantagous to forge an alliance with her. On the whole, this "romance" strikes me as bloodless (in the emotional sense) and inauthentic on a number of levels (and please, I know for some people it's satisfying but remember that I'm sharing my opinion and impressions).

Honestly, I think all of the romnces were lacking buildup. It seemed that it went from, "gee, you're pretty". to someone moving in with you. For me, the DA2 style was a complet disappointmet. I can't blame Sebstian for this.
