See, that's exceedingly weird. He says that line to my Hawke, on the rivalry path. And the worst thing he says is that he wants to put down the mage revellion and reassert the Chantry's hold. I guess he says different things if you romance him? But it's weird that his lines are more ruthless to a ROMANCED Hawke on the rivalry path than to an unromanced
Lemme just pull out my Sebastian dialogue maps, woop woop woop.
It's a result of which choice you pick on the wheel after he tells you he's going back to Starkhaven. The "Circle or DEATH" thing comes from the top option:
"You're right."
Hawke: You can't leave until the grand cleric is out of danger.
Sebastian: And the only way to ensure that is if every mage in Kirkwall is locked safely in the Circle. Or dead. I might have questioned that once, but I've learned a lot from you, Hawke. If you act with a true heart, in a nobel cause, it doesn't matter what it takes to succeed.
The other one, (my personal favorite, it seems the most in-character for how he acts around my Hawke in headcanon, plus...he's right. They're all kinda ****wads.) the middle choice:
"The mages aren't your concern"
Hawke: Focus on Starkhaven. Your enemies are there, not here.
Sebastian: I know you have sympathy for the rebels, but surely you must see that they can't win. Frankly, both sides are despicable. I wouldn't leave her Grace at the mercy of either. But it will be over soon, one way or another.
