Hmm. Well, there is the fact that Kirkwall is basically Silent Hill/Hellmouth--if you get all the Gang of Three codex entries, they describe how the Veil is so thin in Kirkwall from centuries of blood magic and slavery under the Tevinters that demons can even possess non-mages and sometimes wander across the Veil. (Which makes me wonder what ****** decided to house the Circle in the blighted GALLOWS, but that's another story.) Allure's not alone--there was also Xebenkeck, Hybris, the demon in Followers of She, and twenty million frillion other demons summoned up during fights.
I wonder what happens to a demon that you "kill" in the mortal realm. Anders seems to imply in his dialogue on Justice thaty they just go back to the Fade. In that case, I suppose Allure could continue to mess with both Sebastian and Starkhaven, though she lost much of her leverage when Hawke basically annihilated the Harrimans.
