He's handsome. He's got morals that I can hang with. He isn't crazy or self absorbed (like a certain mage - I KID, I KID), he's got an amazing voice, he's a reformed rake, and mostly:
he's pretty much forbidden.

No, no, you hit on quite a few things I agree with, J. If they ARE trolling, well, I feel bad for them, because they're missing out on a character with a lot of potential. Sebastian has a lot of things that Anders didn't for me, even though I adore Anders.
Anders was my first DA2 romance. I've seen how that trainwreck ends, because I rode it out in my spoiler-free playthrough. Anders broke my heart. He will continue to break my heart, because I think he's a good character. Horribly broken, but that's part of the package, and it makes him fascinating.
Fenris never appealed to me, just like Zevran never appealed to me in Origins. I got over my elf phase when I got out of high school. Do I think he's a good character? Sure I do. Do I want to romance him? Not so much, but that doesn't mean I drop into the Fenris thread and jokingly ask why all the MEG girls like him. I get it, I do.
I'm just as irrational in my love for Sebastian, in that I've latched on to a character who's not nearly as fleshed out as the others. I honestly think that Sebastian is Hawke's best chance for a happy ending in a romance. Later on, when things settle down, there will be time for them to be happy. Fenris's romance is tinged with the hurt of him leaving; Anders's romance is touched the same way by his betrayal at the Chantry. Sebastian was up front with you from the start, and only if you encourage him to take responsibility for Starkhaven does he seem to see you as more than a potential ally. The chaste marriage seems to be a rushed thing, one that he steps into without thinking about it. It's very much a Sebastian thing to do, however, the rushing into a decision part, so I can forgive him.
The tantalizing brush there of there being something more appeals to me. I like unfinished stories, and his is far from over.
TL;DR - If you're trolling, you're silly. If you're not, then the short answer is because he's likeable.
