If he has the opportunity to do something about it, he damn well should. But during the game he's being given the luxury of choice, and waffling back and forth on it. The swift kick in the pants that is Elthina's death is what gives that final push to MAKE A BLOODY CHOICE.
Now, becoming Vicount/Vicountess of Kirkwall could be made a lot more complicated when you toss Starkhaven and Sebastian into the mix. For the most part the Free Marches have been just a collection of City States.
Now you have a close alliance (through marriage maybe? not definite) between two of them... what's to say that the other city states might react poorly to it?
And think of the logistics here. If Hawke becomes Vicountess and has some time before Cassandra and crew show up, just how much support is she going to be able to give Sebastian's retake of Starkhaven when Kirkwall is still a mess?
Plus you're living in two different cities. And if he DOES take back Starkhaven... that's one heck of a long distance relationship.
I'm starting to think the Rivalmance is just doomed from the start. Then again, we don't know how much time has passed between the fight with Meredith and when Cassandra and crew show up.
The only thing that appeals to me about becoming Vicountess is that I can imagine Hawke finally getting to verbally abuse Seneschal Bran like she's dreamed about all these years. But other than that, it seems like a huge headache, especially with the threat of an Exalted March (even if you side with the templars, it was already in the works), and having the task of rebuilding the city and trying to decide what to do about all the escaped mages, and templars with no leader appointed by a Grand Cleric. Yikes.
Sebastian might have a huge task ahead of him in becoming ruler of Starkhaven, and ruling during the mage-templar war (especially when Starkhaven's own Circle has already been compromised), but I agree with the sentiment that he should at least try to take back his city if his cousin is incompetent.
As a lay brother, I imagine that after the end of the game, Sebastian would be called to Orlais, since there's no more Chantry in Kirkwall. Would he really be serving the Maker in the best way he can, if he is over there, while Starkhaven is in trouble? To me, that's a way better reason to rival him, than wanting to be a Princess (although I am an IRL pretty pretty princess, and so are all of my characters, so it's all good...

).
