I know it wouldn't be 100% the same but is placing items, characters and creating lands the same?

placing creatures, writing dialogues, creating items and even the scripting is similar. level design is a whole different league as there're no tilesets but you have to shape the land with brushes. if you ever used nwn2's toolset you should have an idea how it's working.
try to compare the da:o toolset with the nwn2 one. they are almost "identical"
