FYI, I downloaded the Exiled Prince Add-On yesterday towards 75% of Act 2 (I guess that's what you would call it) and was not able to access the quest. The game would not allow me access to the Chantry board, therefore I thought there was glitch. However, I am playing Act 3  and Sebastian is in it. I also can now access the Chantry board again. The quest is Faith and he has been away but know he comes back to serve the Maker. I do not think it was a glitch but the delay is a result from downloading the Exiled Prince so late. At this point I am not sure you will have access to his quests or if he has already taken care of his business of revenge. However, I have done 2 missions w/ him in my starting rotation but none under the quest we were supposed to do not yet.
