Question to Devs about 'Use current condition for next tactic' action

My question is this: what happens if the tactic isn't fulfilled? Does the game skip the next tactic, or go ahead with it anyway? For example, take the following tactic combination:

Anders: Being attacked by a melee or ranged attack --> Use current condition for next tactic
Hawke: Any --> Goad

Now, the idea behind this is that if Anders is being attacked by a non-magical attack, then this character (Varric, specifically) will use Goad on Hawke. The goal is to redirect the threat from Anders to Hawke. But what happens if Anders isn't being attacked by a Melee or Ranged attack? Does the game simply drop to the next tactic and use it without the initial qualifier? Or is the game programmed to ignore the next tactic?

I ask because Goad is best used when you need enemy attention on you; if Hawke is doing an excellent job of attracting attention, there's no need to use Goad. If the game simply progresses to the next tactic in the list, then the fact that it's a valid tactic on it's own means that the game will use it, so Varric will use Goad on Hawke every time it comes off of cooldown. In that case, there's no point in the 'use current condition for next tactic' action, as it's going to be performed whether or not the condition is met.

On the other hand, if the game is programmed to skip the next tactic, then we don't have to worry, as Goad is only being used when needed. Since that's what the tactic was trying to accomplish in the first place, we're set, and everything is working as intended.

So how does the game handle unfulfilled conditions with the 'use current condition for next tactic' action?

It skips the next tactic. The "use current condition for next tactic" is pretty much an 'AND' logic statement. For example:

Enemy: STAGGERED | Use current condition for next tactic
Enemy: Rank Elite or higher | Use ability: Crushing Prison

This will only use Crushing Prison on enemies that are both Staggered and rank Elite or higher. It will not use Crushing Prison on normal or lower enemies or Elites that are not Staggered.

This is going to be rude, and I apologize, but how do you know for sure? I understand the logic behind it, but how do you know that the game treats it like that?

Test it yourself, it is an AND logic clause. Not trying to be rude. ;)

That's the thing; I can't think of how to test it. I basically need to see how often Varric uses it, but the only way to do that is to switch to him, at which point all tactics are disabled. I can't figure out a way to check.

Also, if it helps any, I'm on the 360.
