I tried changing an NPC's Friendship rivalry from one extreme to the other (using both the Rival and HIGH, MEDIUM and LOW options) and it doesn't seem to work.
The NPC in question does have 100% approval already, is it inmmutable even to the console itself? (I already found the post stating that the +15 rivalry is inverted)
