Anyone know what the best armor rune and where to get it? Same for best weapon rune?

I'd go with the primevil lyrium rune - Varric's Act 3 mission - for weapons. It increases the attack speed with up to 30% on the high tier weapons, which makes it pretty darn nice.
Rune of Valiance (+7 to all atributes) is probably one of the best things you can stick on armour. You can find it in Act 3's Sundermount.
Thought the armour and defence runes are naturally always a good thing to have. The other armour runes - protection vs element - are situational in their usefulness.
