There is a bug that causes the High Dragon to remain perched indefinitely during the Mine Massacre quest.  Due to this bug, the battle cannot be won; it goes on indefinitely.  I think I may have found the cause and a possible solution to this issue.

The encounter is scripted in such a way that the High Dragon flies away to perch whenever it loses a quarter of its health: at 75%, 50%, and 25%.  While perched, waves of dragons and dragonlings attack.  After they are killed, the High Dragon returns to the battle proper, unless the aforementioned bug prevents it from doing so.

I believe the bug occurs when the High Dragon is attacked while it is perched.

There is a position on the battlefield where the High Dragon can be attacked while perched.  I believe that doing so disrupts the event flags that tell the High Dragon what to do.  Consequently, the next phase never occurs.

I tested this and it seems to be true.  When I attack the High Dragon while it is perched, the encounter bugs.  This does not happen when I leave the High Dragon alone during a perch phase.  This is something I have to consciously account for because my computer controlled companions sometimes attack the High Dragon on their own (staying out of proximity is the key here).

I hope I'm correct, and I hope this helps others that may be having the same problem.

Hmmm... I can confirm your solution. I redid this fight about 4 to 6 times becuase my first 2 times were spent getting pissed by that dragon's homing fireball and his high 'throne'. Yep, the only time we can't real time dodge his fireball is when he's supposedly out of reach... and well I ended up ordering 3 of my teammates except for avaline to pelt him with range attacks. He just stood up there as he dropped from 25% to 15% while spewing fireballs like a mother trucker. Whole team got wiped in the end.

Anyway I don't think most people who played on normal difficulty or higher has this issue, cause unless you're on casual, you really need to set your teammates on hold position and manually issue orders and positioning. So I didnt have that issue on the later fights, which I still thought was a script in the high dragon's combat routine o.o Thanks for highlighting this... I never really thought about it this way... I just thought the dragon was being a **** and staying up there o.o

At first I thought I was being clever. "I can do damage to the dragon while its perched! This is great!" The idea lost its luster after 10 solid minutes of perched fireball spitting. Now I know, and knowing is half the battle (somewhat literally in this case).

I've beaten this quest on 3 different characters and  i have yet to receive the mantle of the champion. oh and that bug you were talking about can be fixed by walking up to the dragon and just running around. also he wont come down unless all the other dragonlings are dead so make sure they're all dead first before re-loading and losing your progress.

Thanks so much for this. I've reloaded this fight about 3 times and the dragon would always remain on its platform after the 2nd wave. It was Merril that would shoot him while we were all still fighting the little dragons, then after they were dead, the big one was unable to be targeted and I was stuck. So I took her out of my party and made it a close combat one only and that worked. Thank you!
