I went through the "Holding Caves" without Fenris.
Cut scenes were obviously missing a character.
Fenris contributed to conversation in a ... disembodied way.

After killing Hadriana, a quest marker appeared in the room - presumably for Fenris.

Other missions lock-in an essential character, this one was apparently missed.
