I am about to start the Deep Roads Expedition and I want to complete everything in Act 1.  My journal of completed quests contain entries within RUMORS and MAIN PLOT for Blackpowder Promise but the side quest "Case Treatise and House Accounting" did not unlock and I do not see the Dead Man's Pass on my map.  

Did I miss the opportunity to unlock "Case Treatise and House Accounting"?
