I have put the rune of Valiance on Avelines armor yet I'm not getting the stat bonus.
Normally the stat boosts from different items stack. Yet I put the rune of Valiance on two seperate armor pieces and only getting the armor bonus from one.
I put multiple runes of Valiance on armor that has multiple rune slots but only getting one of the bonuses.

You can't stack Valiance runes on your character's armor pieces. Whether if you have two on one piece or one on each only one will take effect. You can, however, stack defense, armor, striking, and elemental runes. Not Valiance though.

are they supposed to work at all on party members?
and if they don't stack, the game should really tell you that.

They purposely only allowed one rune of valiance per character, for balancing purposes, my question is: where do you find the recipe?

I have no idea where I found it. I look at every rock pile and every area of the game throughly so as not to miss anything. If they allow only one rune of valiance to be used why doesn't the game make mention of that since using the other runes stack. I guess I'd better rent Dragon Age 3 rather than buy it since not having the runes work all the same way makes me feel like I wasted 60 dollars on a game that isn't finished.

only one per CHARACTER...yes the rune description does not say that...and yes, it allows you to put more than one without warning you.

There are also a couple of bugs with the valiance runes that someone in these forums discovered. If you equip two armor pieces with different +X all attributes your attributes will get either positively or negatively bugged once you unequip all the armor pieces that have that rune.
Say you have a helmet that gives +5 points with the rune slotted into it and a chestpiece that gives +7 with the valiance rune. If you equip the helmet first, then the chestpiece, then you remove the helmet, and finally remove the chestpiece all of your attributes will be permanently reduced by 2 (the point difference between the two items). Contrarily, if you reverse the order in which you equip and then remove the armor pieces (equip chestpiece then helmet; remove chestpiece then helmet) you will permanently get +2 in all attributes. It will happen every single time you unequip all the armor pieces with the rune if there is a point difference between the +X attributes.
It seems that the game does not actually keep up with the correct amount of points that you were supposed to have gained. You can put the runes on all your armor but it only matters what was equiped first and what is removed last.

To the best of my knowledge the recipe is found in Sundermount during act 3.
