I definitely think Orlais will be the main setting, what with the Divine being the centre of the Chantry and sending her Seekers to find out about the mage revolt. And Bodahn mentions going to Orlais. I imagine Orlais and perhaps Tevinter might be the central conflict, if revolting mages decide to flee there. And if the Qunari chose to step into the conflict...

Of course, the Grey Wardens also mention that something is brewing that involves them, and Cassandra seems to be interested in both the location of both Hawke and the Warden.

I just hope the running gag of being able to massacre an entire Dalish camp continues, also more Bodahn and Sandal action.

Alistair wanted to recruit Hawke to do something in Orlais, but was unable to. Presumable the same mission was on the table for Anora. It's possible that we'll play as the person who is sent to Orlais instead of Hawke, to deal with whatever that was.

Or perhaps it will be something entirely different. This game really tells us that there's no guessing what Bioware might do. I do hope that the location and activities of the warden and Hawke are revealed, and that it's something interesting that doesn't end in offscreen death. Personally, I want to play it, not hear about it, and I absolutely hate it when my endings get ruined just to get a character out of the way.

I do wonder how Orlais will have time to invade Ferelden if they have to deal with a mage uprising as well.

At any rate, I imagine that Qunari will see the violence amongst humans as further evidence of the Qun's wisdom and of the need for mages to understand and accept their place.  So perhaps the Qunari will declare war as an act of mercy (in their minds) in reaction to all of these mage uprisings.  Though I would think the coming Qunari conflict would be after DA3--it's hard to say though.  Bioware has a lot of options here.

Technically everyone in Thedas has to deal with the mage uprisings. Well, everyone except the Tevinter Imperium. Orlais is just the headquarters for the Chantry, but it doesn't mean they have it any worse than Ferelden.

Orlais probably has more templars than anywhere else, too, although we don't know what their status will be after this. Some of them apparently rebel, too.

As I said in another thread, I hope you get to play as either Hawke or The Warden. Have 1 disc for each. Then depending on the choices you make in the game as well as the choices you have made in the past It would be awesome to see The Warden & Hawke on the same side in an epic battle OR to have to fight your character. So if your warden supports mages but your Hawke doesn't, it would be great to have them meet on a battlefield and fight each other and then in the end decide if you want to take that character's life, etc, etc. Epic moment waiting to happen.
