There is no built-in command to add stat/talent/spec points.

Right now a different method is to get Thought Process's additem mod and use the following command:
runscript additem gen_im_cns_pot_attribute_03.uti <count>
This spawns an Arcane Elixir of the Mortal Vessel, which gives +3 ability points when used.

For specializations and talents/spells, refer to the Dragon Age Wiki for IDs and use the command:
runscript addtalent <ID>
If you are adding a talent tree or specialization, you will need to add both the tree (generally a number looking like xxx000) and the base talent (generally xxx001) to be able to use them normally. You can have 12 trees visible on your abilities page before it starts looking funky and unusable. You can skip adding the xxx000 talents if you don't want to have the talent tree shown. All of the talents will still work without those two basic talents. Active and sustained talents that are added will be assigned to Slot 1 on your quickbar automatically, similar to DAO.

The DAO command your thinking of was a mod.
