How does auto-attack ('R' on PC) choose targets?

I was just wondering if anyone could offer any insight into this.  It seems like there's at best a 50-50 chance that Hawke will attack the enemy I'm running towards and have the camera fixed on, which is pretty much always what I want.  A lot of the time, though, Hawke will suddenly change direction 180 degrees, and charge at some enemy I can't even see.  Is the selection based off of internal threat tables, similar to what enemies have?  That would at least explain why badly chosen targets are often the enemy commanders (of course, I usually want to deal with their minions first).

On a related note, does anyone know what's up with your target changing abruptly when you use an active ability like mighty blow or scythe?  Oddly enough, this only seems to happen if I use the ability in real time, but not when I'm paused.  I would have guessed that the game is trying to use your own tactics to pick a target for you, but this is obviously not the case; I have both mighty blow and scythe set up to attack clusters of targets, but when they bug out, the new/random target is almost always alone.

Well it is described as "target closest and attack" and from my experience that's what it does ignoring the angle of the camera. It will however keep attacking the target you're already locked on if you don't choose another.
As for your second paragraph; it's unlike anything I've noticed. Probably you're just not targeting what you think you are.

When I use the R with a two-handed warrior, I find it auto-attacks until the target is knocked back. Is this a bug or as intended? It's very frustrating. I'll typically hit R again and it will select a different target, leaving the one I attacked previously alive.

On my rogue, if I have no target selected, it'll select the closest and attack. If I've previously selected a target, it'll attack that same target, regardless of range until I manually click another.

Yeah it's mostly loyal to your current target. You can break this if you back away and break the line of sight or such but it will keep focused on the same target if you just repeatedly tap R.

What I have noticed is, that when I have for example my Hawke selected and I tell her to attack a certain target, and then I switch to Fenris and click on Mighty Blow, he starts to use it on the target of my Hawke, not the one he was previously attacking. Maybe what you are seeing is the same thing. And I think this is a bug.
