Is it tied to a quest/event? I ask because both Varric and Aveline have been at 100% friendship since partway through Act 1. Neither is receiving more + friendship points from events, but the ability is not showing up on Hawke's ability tree (near the Dog/Isabella's thumbs up).
Isabella is on Thumbs up despite only being halfway friend-ish.
When did you companions friend/rivalry unlock?
When is the earliest you can unlock the 100% friendship/rivalry ability?

It unlocks in their respective specialization tree.
For example, if Varric has his friendship bonus, Authorized Biographer will be highlighted. If you have his rivalry bonus, his Unauthorized Biographer bonus will be highlighted.

I understand I don't spend a point on the skill, and the skill for both is highlighted on their talent web, BUT it is not showing up on Hawke's screen (as Isabella's skill is).
Should I not expect to see the any indication of the ability on Hawke's ability screen? If so, wth is Isabella's there? <_<

....There friendship bonus in not a buff to hawks stats so it will not show up in his ability screen...

Hmm... OK, that logic makes sense I guess, I would have expected Aveline's 10% damage transfer thing to be considered a buff/perk to Hawke though.
I was also going by the manual where it says "Once Hawke attains COMPLETE friendship or rivalry with a companion, a passive ability is unlocked..." I saw them light up awhile ago, but thought it was just indicating progress along the path or something.
The fact Isabella's is unlocked so early still seems contrary to the manual.

The instruction manual is a bit off.
You unlock the benefit somewhere around 75% to max. However, once you hit 100%, it locks in and future decision do not sway their allegiance.

First, each specialization is unlocked at Level 7. This applies to companions as well.
Also, only Isabela and Sebastian have abilities that affect Hawke. For everyone else, their talent only affects themselves. What's the point of giving Warrior or a Rogue Hawke a better health to mana ratio for Blood Magic when they don't even have Mana?
