I feel a little weird saying this (because I was always more critical of Cullen, even in DA2, than many people here are), but he's turned into an interesting enough character that I would like to see more of him as well.  I wouldn't mind having him as a companion.

Are we talking about the end of the game here? If so, I disagree .

We discussed this earlier in this thread, but I'm too lazy to find the proper page right now. I don't think Cullen was afraid, when he let mage Hawke leave. I mean, they fought side by side a few minutes before, so I think that Cullen knows Hawke is not his enemy and no one he has to be afraid of. Nevertheless Hawke is someone who just opposed the templars, so Hawke isn't exactly a friend either. From my point of view Cullen developed some respect for Hawke and that's why he let's her (or him) leave.

Yes, I think he wouldn't have performed the Rite of Annulment. After all, things got so out of hand because Meredith was there. Cullen might be strict but he is not unreasonable.

I don't think he would've either.  Earlier in Act 3, Meredith has already gone over Elthina's head and sent to the Divine for the Rite of Annulment.  I think Cullen would've waited for the Divine's response.  He doesn't seem like the type to try to cut out the Chantry...  Least not his more stable DA2 self.
