I wouldn't mind Cullen coming back so Hawke could give him a punch. Massacring a bunch of innocent mages then wussing out when you meet the champion is not acceptable behaviour.
When you side with the Templars, Meredith ordering the death of the Champion is crazy, and Cullen is correct to refuse to obey. But when the Champion has is a dangerous apostate who has just killed a whole bunch of Templars, and you've just killed a bunch of people just for being mages, deciding that now is the time to start disobeying Meredith's orders makes no sense. Unless he's afraid of the Champion.
Or secretly in love, I guess.
