So what the Raloi are in 20th century tech ? I bet they will be uplifted to join the fight against the Reapers. As we know, Reapers listen to everything in our galaxy. That makes Raloi fight for themselves too.

No theyre tech should be about what Humans were at just before we were being introduced to the galaxy.
Unless they turn out to be another species with tech expertise... they have to have something theye best at right?

If that's true, the Raloi should definetly join the fight against the Reapers. It's also their interest to survive, so they have to fall in line and help united galaxy force defeat the reapers.

Doubt it? They're being integrated into Citadel Space between ME2 and ME3.
They launched very 1st exploration satellite when they got discovered accidentally by Asari and do to some Krogan sport which resulted deaths among them and do to some virus( named similarity to Swine flue) that they get with any contact with any alien they are mostly isolated.
Also in just 1 year they wouldn't go very technologically advanced do to isolation and Council don't want to do same mistakes like with Krogans for making them technologically advanced while culture isn't.

No, by the time of Arrival, it has been a year since Shepard's resurrection. The year is now 2187 and Shepard is 32, not 31 anymore.
