Wondering if anyone decided to buy the Cold-Blooded staff for 99 gp, and
if so, if they thought it was worth it.

It was worth it for me since I went elemental. The damage it provides is a lot.

It was 115 in my game, I saw it in Act 2. Never got that much gold, I was always buying tomes and such to make my character more powerful.

Interesting. I'm pretty confident it was 99gp but will have to double check that.

Is it possible that item prices are tied to difficulty (I'm just playing on Normal)? Some other factor (apologies if I missed a thread on it) that drives pricing variance?

I'd suggest getting this staff if you have the coin to spare. I bought it for my mage and used until the very end of the game since I was a blood mage. The bonuses it offers to stats are unrivaled compared to what I found from the beginning of Act 2 to the end of the game. Though it suffers from a lower DPS than later staves, the damage isn't much.

This staff will last you a very long time, and it's great if you're elemental. I used it until I got Final Thought at the end of Chapter 3, which really was not that much of an upgrade, for it being the best staff in the game.
