Hey guys, so maybe you can help me with this.
I've ripped through the first 41 hours of DA2, all the while trying to romance Fenris to no ends. I'm currently in act 3, I have given him both gifts, our friendship is maxed to the tee, and the last thing I have to do is his Act 3 Questioning Beliefs quest.
Now when I walk in his mansions, I saw somewhere Alveline and Varric were there, and then later you're given the option to ask him to stay with you.
Well, when I walk in, it's Isabela talking to him, and then I don't get that romance option. What did I do wrong? I flirted with him every chance and did everything right. I'm willing to go back and do something else if needed.

Did you sleep with anyone else? The game recognizes your last partner as your LI. Otherwise I'm not sure what could be the problem. In act 2 you should have had a romance scene after you killed Hadriana. He breaks up with you and then in act 3 you can get back together. Maybe something went wrong in act 2?

Have you done the 'Alone' quest and killed Danarius? The reconciliation talk happens after that.

If you didn't use the flirt options during the first questioning beliefs quest - the 50% one - you're kinda screwed (or not 
). No matter who you did or didn't sleep with before that point, that quest is where you activate the romance. Nothing will actually happen until you've done Bitter Pill, though, and it also doesn't matter if you do Questioning Beliefs after you do Bitter Pill. The other important thing is not to sleep with anyone else after sleeping with Fenris, if you want him to stick around.

I seriously ACCIDENTALLY slept with Isabela. And I didn't mean to. But even after that, Anders still went after me. Even kissed me. Blech. But for some reason Fenris just isn't giving me the option..

I can't remember if that was before or after, though...but I flirted with him EVERY chance I got. And I haven't slept with Fenris. Haven't gotten to at all.
If it helps at all, the one who "left" the party at the end of act 2 was Isabela. She came back though. But Fenris never left. After the talk after A Bitter Pill, I flirted a bit but he never went for it..so weird.

I hate to break it to you, but your chances of aquiring that hot elf as you lover are gone. To really actually start the romance you have to have slept with him after A Bitter Pill. You also can't have slept with anyone before or after Fenris. He's tough like that, but that's the price you pay for Fenris. Can't have your cake and eat it too. I would just start over. if you havent slept with him it means you never activiated the romance properly.

1. Most importantly do not sleep with anyone before or after Fenris. You can't have him once you do so no rebounding after he dumps you in Act 2. Flirting is allowed though.
2. Always flirt. You must flirt at least once before A Bitter Pill quest.
3. Don't let his meter stay in the middle. Get his meter to go in either the rivalry or friendship side. Must be done by Act 2
4. Always do his personal quests and talk to him in his mansion for the cutscenes in the beginning of each act.
5. Do the Questioning Beliefs quest before A Bitter Pill quest in Act 2. People get problems if this is not done first.
6. You must sleep with him in Act 2
7. It is recommended that he be at at least 70% rivalry or friendship for him to side with you if plan on siding with the mages at the end.
