I've gotten Merrill Voracity from the forbidden tomes questline, but is there a better blood magic boosting staff out there? I've heard things about cold blooded (but that is possibly behind me as I'm in Act 3 at the moment).

You should still be able to buy it in Act 3 though I'm honestly not sure....
You get it from the merchant in the Wounded Coast at the top left portion of the map.

imo any staff that has a +% to your main dmg type is better than +1 more to blood ratio

Nah, unfortunately he has a new inventory in act 3, I'll probably wait for the patch so I can play through Merrill's path and get Falon'din.

No I checked the wiki and the two best blood mage staffs are Voracity and Cold-Blooded. The only time Voracity doesn't work very well though is against the High Dragon because it does fire damage.
